Basic betting website with back-end

I am looking to start a sportsbetting website with extremely basic features. The site will only offer pre-event bets, customer should be able to deposit and insert offer code and automatically get bonus funds if deposit is successfull. System should automatically deny withdrawal requests from accounts that have not completed offer playthrough requirements.
For the user interface (Main Website), I would require the following areas:
Sportsbook
Customer Register/Login
Deposit/Withdraw (Moneybookers only)
Activate Offer code
Navigate events and check odds
Add event to betslip
Add amount and confirm bet
Review transaction history (deposits/withdrawals, bets).
Check Real Money balance
Check bonus balance
Also simple, non-interactive pages for, Promotions, FAQ, Terms & Conditions.
For the back end I would require the following areas:
Manage user accounts:
Set maximum bet amount
Generate profit/loss reports
Review user history
Manage offers:
Manually add bonus and set playthrough requirements
Review completion of playthrough requirements for a particular bonus
Manage Deposits/Withdrawals:
Live report of deposit/withdrawal requests (auto-refresh every 30 minutes)
Search deposit/withdrawal requests by username, e-mail address
Manage Events and Odds:
Add/Remove sports events under each category (Football, Basketball, Tennis)
Edit odds for every new event
Batch settlement of bets as winning/losing
I have found a solution for $1500, but it has plenty of features I do not require, as such, and since I am looking for something as simple as possible, I decided to post here to see how much it would cost me to have it custom made.
