Create RingTone option

I have a website and I need to add a Worlwide Mobile StoreFront like(<[login to view URL])to> it. I need a script that will allow my members to upload there music to my site and it get convert into Ringtone formats and sent to the main store front where a person can then choose their carrier and phone to get the ringtone or mobile content sent to there phone. Please only serious bids, from people with experiences and has examples to show me.
