building a vb.net with sql server windows application

an existing database in ms access is to be converted to sql server. this db is ready to use for the new application with any modifications. 2. the application will manage records of customers and will have the following forms: a. customer details- this is the main form, and is divided into 5-6 different tabs containg info about the customer. b. old customer details- same as customer details but only for customers with "old" status. c. customers search- with a grid that allows adding different fields for the search results, a print button, and an Excel export button. d. tables maintainance- allows updating of the system tables. e. managing customers orders- the customer orders a product, then it needs to be ordered from the supplier, the supplier sends it, and then it shipped to / picked up by the customer. f. report genearator- allows to create new, save and reload customers reports. g. managing customer annual fees- each customer owes an annual fee that is to be collected. h. managing customer product debts- for products that were ordered by the customer. 3. the application will have a user logon, and will allow users to update / view forms and field groups according to their user group permissions (i.e. system manager, simple operator, power operator, viewing only operator) 4. the application will have an import facility for importing customers data from text files. the import facility is to be flexiable, so that users could build new, save and load import definitions. 4. a website is needed to be built that will be connected in a secured method to the application sql server. in this single page, customers will be able to login with their id and password and to view their own details summary and order products 5. the application and the single page website should be able to support RTL language. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
