Development Of An Easy To Use Program

I am looking for coders with whom I will able to work in long term, whom will be able to fulfill my requests without any greater complications and whom will be able to complete my requested material until a certain given date. I am in need of the editing of an easy to use program for a restaurant in which the owner will be able to download anytime the actual files. EXAMPLE: When the owner types in [url removed, login to view], the form will appear on the page. They should then be able to complete the form, and once completed push the ok button. Afterwards, when they type [url removed, login to view], the form which they have completed before will appear on the page on a gray background. When they return to [url removed, login to view], the files will reload and they will be able to edit them.
