Display sports race timing TCP packets as a basic HTML table on a Raspberry Pi

Hi,
I have a requirement to have a basic piece of software written to run on a Raspberry Pi, using Raspberian as the OS.
On a high level I have a sports timing software package that sends competitor times as they cross the finish line via a basic formatted TCP packet.
The packet consists of their full name and finish time. The two pieces of data are tab delimitated.
I would like to use a Raspberry Pi to display this TCP data on a low resolution LED display, which accepts DVI video. The Raspberry Pi will be configured to load a Web Browser in full screen mode to display the received data.
This would be a summary of what is required:
1) Listen on a chosen port for TCP data
2) Display the received tab delimitated data in a basic table in a web browser.
There may be a few intermediate steps to get the desired affect, of which I am not fussed with (eg: a daemon listener, MySQL, etc).
I would like to have the data presented into a web page (HTML, php, etc - not fussed) as a basic 1 line 2 column table so I may manipulate the look of the rest of the web page at a later date.
Here is what one of the TCP packets looks like:
