Amazon API XML Email to customer

I need to create a simple app that will use the hourly XML order report from Amazon to email the customer a letter confirming their order
The email needs to include:
Items ordered
Order Number
Their Name
Address
and a custom letter in basic html.
I need to be able to change this letter and I would like this to be able to run on both the US and European markets, which would require different customized email content.
Knowledge of working with Amazon a must, if you have worked with [url removed, login to view] as well that's a plus.
