Customer database(repost)(repost)

I need a customers database attached with my phone like mcdonalds and other companies have for delivery. When a customer calls the database should automatically recognise the number and should show the name and address associated with that phone number on the screen so i know the customers name and dont have to ask the customer for his address every time he calls. When a customer calls in the first time the database should save his address once and every time he calls from the same number his address should be shown on the screen automatically. The name/address/phone number should be editable incase the customer changes location. When a customer places an order it should also be placed in the database and a unique order number should be given for each order so it can be tracked. Please explain it to me how it work so i will easily be able to shortlist the bidders. Will it show the customers information before the phone is picked up or after one or two bells? Which language will you code it in? Will i need a pc with the database or some other equipment as well?
