Custom Coded PPD script features and updates needed!

I am a owner of a Pay Per Download Script. I am looking for someone who is a experienced coder to look over my script and make some changes necessary for me to start my own PPD business. The status of this script is "Finished" but needs improvements as each day other PPD sites are making changes. So I need to make changes in order to complete with other PPD sites. I am looking for possible changes and updates that include... 1. Admin Panel changes. My admin panel doesn't offer me the ability to track user sign ups, Offer completions, User statistics like address, Current IP, and etc. 2. Security updates. My overall code for this script needs to be changed then its current status. More protection for my code. Also a security feature that gives me the ability to catch users who cheat by using proxies, VPN's and other methods to create more then one account and that download their own files by doing offers. 3. Referral system needs to be revamped 4. Recode the current affiliate network api code so that it can work for another Affiliate network that i choose. These are just some of the simple updates and features im looking for. I will give more details to the person who i think can do this job really well.
