change(s) in gaming program

i need someone to either re-do the emulator (for? playing of roms)? that i have; or create a new one to add in the features of being able to use the Nintendo Wi-Fi Connection feature of the Nintendo DS.

i need someone to either re-do the emulator (for? playing of roms)? that i have; or create a new one to add in the features of being able to use the Nintendo Wi-Fi Connection feature of the Nintendo DS.

The emulator that I use is the NO$GBA; and is available for free download (i believe that if you do some searching on their site; you can get the code behind it; which is for developers).

i want it to have the Wi-Fi Connection .... aka making the game(s) that would normally be played on the Nintendo DS act exactly the same way on the emulator.? currently; when i try to use the Wi-Fi Connection; it says that I am not close enough to the router.

I also want this software to have "save files" like Visual Boy Advance does .... so i am not limited to one save per game.

the software should work on Win 98 -> Windows Vista; Mac OS 9.2.1 -> Mac 10.5.? if it will drastically reduce the cost; ask me about removing MAC support (and tell me the price difference).

i would also like to be able to have multiple instances of it running on Wi-Fi at the same time (multiple copies of the emulator can be ran on the same PC).

i have a very limited budget; so please keep this in mind.
