A Simple Business Listing Site With PHP

Hello,
I want a site for me to add local businesses in my area, Orlando, FL. At first it is going to be for that particular state in the U.S. and later on I can improve it if I can.

The menu links and the content on top are just fine.
Below the menu link is where I like to have the search engine fields for customers to type the type of lawyer they are looking for. See examples at [login to view URL]
And just below the search engine fields, I like to have 9 positions for me to place a picture each and along with a few text next to them.
Below that is pretty much the footer.
Once the site is complete, I just want to be able to add lawyers there myself; for them to add themselves may cost too much so I live that for later on. After I add a lawyer, I want to make sure the visitors are able to find that particular lawyer within the site.
