Auction Site e-commerce

Dear Freelancers I need to build an auction site that will work as a market place to match shipment companies with potential customers. Customers will post a description of the goods that they need to ship and the collection / delivery timelines. Shipment companies will then bid for the service requested. The winner will receive a payment for his service and the customer will rate the service and leave a comment. The site will include similar categories / functionality than the ones offered by u s.h.i.p (please note, these are similar categories / functionality but we DO NOT intend to copy the above site’s design. We will come up with our your own design. The above site is quoted to give you an idea of the functionalities that we are expecting and the size of the project, so that you can price your work objectively and give us an accurate timeline. Some of the main functionalities will include; -Feedback process along with a short comment about the performance of the Member. - User accounts for customers and shipping companies integrated with Google Checkout and Paypal) - A flagging system for users to report abuse - video tour - The site MUST be compatible with ebay (eg the system should be able to download product descriptions by entering the eBay auction ID number and eBay username.). - The site MUST be compatible with Google map and mobile phones. - Tell-a-friend function - Site Indexed in Google - Newsletter feature that allows admin to send out mass emails to all users in database - The Site should be clean using folders … for example: the website URL should be [login to view URL] -etc I expect the site to be built with an API system for adding futures or easy integration. Addtionally it will be built in Spanish (we will do the wording for you). We prefer experienced programmers as we will need to move professionally and quickly. The Deadline for the Beta project is 20th Feb 2010 and the full project should be completed on 5th February 2010. I am on budget and this is a serious posting, so please BID REALISTICALLY. If the project is successful I may assign you a similar project in the future. Please explain in one or two lines (in your bid not your PM) your relevant experience for this project and the expected timeline for the beta and full project.
