Create a simple API using Apigility (Zend)

Hi PHP gurus,
We have a website running with PHP/MySQL/Zend Framework 1. We want to rebuilt this website but we want to focus on an API-Centric application and we decided to use Apigility ([url removed, login to view]) as framework.
The task of this simple project is to build the structure of our RESTful API (not build all the features), link it to our database, implement authorization (Oauth2), login, signup, and create one simple module with CRUD functions, unit testing and documentation.
All the different functions/modules of the API will be other different projects but the freelance who build the structure might have a little advantage to develop all the futures functions.
I would recommend to use the Apigility Skeleton project + ZF modules as it provides almost all the features requires project but I am open to other custom solutions.
