AdsManager Project 2 Lisings

I Need a to create a Ads Classified site for two category i want them to be able to post toys two catagories boy toys girl toys...but all over the Us I want them to be able to post in all major states and cities so if some one comes to my website they will be able to search in these two catagories but if they or in san diego they can search san diego if they are in pittsburgh pa they can search pittsburgh pa. also i just want the user to be able to post but i would like my listing to show up in two coloums left and right left being regular ads and right being premium ads i want my home page to show the usa and to make it easier to click and it take the user to that state in which the ads are at. I also Have a couple templates i would like to yourse

I want my home page to show a usa map which will be clickable and will take you to each state and if you can make the map clickable but the state pop up in the same window and the user is able to click on the cities in that state i would love that and i am wiling to start now i am using a adsmangare extension but im open to sugestions.
