create software for pet sitting

I need someone who can make software like [login to view URL] , but in dutch language and for the belgian market. I will provide the translations and belgian invoicing information. I prefer to have this software developped in PHP using a framework, preferably code igniter. Only experienced programmers who write clean, well structured code will be eligible for the project. The code must be clear and extensible, so NO SPAGHETTI CODE. Even if the software works, it will not be accepted if it is badly coded. It is also important that the MySQL database is well organised and a modelling technique such as ORM is used for analysis prior to the creation, so that there are no duplicate entries and the database is well structured.
