Build Wordpress IE9 new post indicator plugin

I run a website, WMPoweruser.com. IE9 offers a new feature, pinned websites. For pinned websites, the website can publish a jump list and can also add icon overlays to the icon (equivalent to the badge on the iphone indicating new email and sms messages). I wish to have a wordpress plugin which will publish and update a badge on the pinned site icon showing how many articles have been published since the reader has reloaded and read the website. This would presumably require some AJAX code to query the Wordpress API of [login to view URL] every 10 minutes and then update the badge on the pinned website accordingly. The plugin should be standards compliant and portable from one wordpress installation to another, and work across current and envisioned future versions. It should also allow have a settings page which allows the admin to vary features such as update frequency and icon appearance.
