an online test application

I'm looking to build an application that lets me provide online testing for remote people. As the first phase it should be fairly simple, the admin puts questions and instructions, the person who is doing the test online responds to them in the right space and there will be a timer. The questions will come to him one at a time and then we might give the candidate the option to review the test. . Phase 2 might consist of a solution where it will prevent the tested person from cheating. This could a solution that prevent him from leaving the browser or for us to record movement out of the test, maybe an integration of web cam, or maybe some ideas I did not think about. Now if anyone can assist me with phase 2 that would truly incredible but not a must. I do have a limited budget so If I must would simply stick to phase 1 I’m Looking forward to your suggestions and bids. I organised it into a nice manner, but I will definitely take some other suggestions Phase 1 1) Admin (me or my colleague) write down questions 2) We will have the option to change the question based on time or simply tell the candidate the time we expect him to do the question and he will simply be timed 3) There will also be a total time measure 4) We have the opportunity to put multiple questions or straight forward question and answer 5) The response can get to our email or stay in the database whoever is easier for you and cheaper for me 6) In the admin we will put his name and email and the software will give him a username and password to use one 7) We will have the option for the person to review the entire test at the end. 8) If possible I would love to attach IP to the registration 9) On the final report it will be written how long did it take him for each question, how long did it take him till he got a chance to review and how long did he review Phase 2 1) While Phase 1 is online, we need to have an application the follow the Candidates mouse 2) Another option is to prevent from leaving that browser 3) The Candidate will be recorded. 4) The moderator will not need to seat down in real time and check them, he can check it later.
