Create custom drop down menu

Please refer to: [login to view URL] The header, content, and footer sections of the page are seperate included php files. This nav will be placed as shown on the attachment in the header file. That design is the first draft but the idea is there. The top level buttons be static images but I need for the second level selections to be editable. The horseshoe will be the anchor that pulls down the content for the seconary choices. There will be no need for a third level. I don't really know what type of programming or design tool to accomplish this. I'd like something we can tinker with: php, CSS, flash, photoshop, some java - I don't know. What's your idea? The graphics won't be ready until the first of the week. We're kind of relaxed about the due date, but do want to finish this as quickly as possible.
