Develop a Drupal Site

I need a simple site with 3 main functions ... information (static), form for contact/feedback and a blog area where I can blog some information. I was thinking of getting it done in Drupal for ease of scalability and to make maintenance easy. I'm attaching here the draft design for the site. It is 2 PSDs with the home page and one level down. Home Page: The information in the middle with blue text, the graphic and the white bold text is part of the graphic that rotates. I want to have about 5 that rotate. You can make them blank and let me know what dimensions/properties to use to add/remove the messages. I'd rather it was HTML 5 since flash will not work for all. The 4 sections at the bottom (Constituent Management, Donor Relations, Data Management and Program Support) link to the solutions page. Please make this bottom part text instead of a graphic because I'll change/edit from time to time. Second Level Template: Would be very nice to maintain the alpha to see through the logo at the back. This template can either operate as it looks right now with two panels or you can remove the narrower right panel (where it says 'must have tools') and extent the larger left one. The panel(s) stretch the footer downwards the more text you add. Contact Page: I'll need a contact page with a form to match the design.
