digital tv signal strength checker

I need to have a device that I can stick into any co-ax aerial socket (eg Australia, UK terestrial tv) and have it can tell me whether I can get good reception for digital TV. More importantly, I need to be able to make it for less than $1.

What I am looking for is something that I can prototype to then put into manufacturing to build in bulk. The main issue with building the system is due to the fact that digital channels vary from one area to another in the UK/Oz. Therefore, I would need something that can scan for possible frequencies or have a list of potential channel numbers to check against - in each case I would need some circuitry.

And display which channels are able to be received alongside some sort of meter, or % score.

If it were possible to power the device from the aerial that would be great, although I expect that a cheap battery would be required.

Is there anyone in the world that has the correct technical knowledge to be able to do this?

better yet, can you provide a prototype (at this stage size is not important - the price of mass production is).

thanks,

mike
