Create HTML/Email Newsletter From JPG

Good morning, First off, I need to have this done over the next 24 hours. I have a jpg I'd like to have created for an html email newsletter. THis is a really basic jpg. Will include a few graphics, a nice border, and text. The email/html newsletter must be created properly. FOllowing the rules of HTML email.
