Chatroulette.com type website (live streaming video via webcam)

I am looking to have a website created similar to [login to view URL] with a few small changes. Instead of one user chatting with another user and then being able to hit next at any time, 1 user at a time will be able to broadcast their webcam live on the homepage for everyone to see, and all of the other users can vote in real-time whether they want to keep that user broadcasting or let the next user in line broadcast live. So there will be 1 user at a? time broadcasting live to everyone from their home webcam, a voting system, and a line system that users can join to be able to broadcast live. Bids should include backend programming, basic front-end design (see [login to view URL] for level of graphics needed), and hosting setup. Please include what languages/platforms you would build this on. Also, I would like there to be an hourly rate for additional changes once job is completed.
