Analyze my site needs and recommend a language/framework

This project is not to create code; the job is to review the needs of my website and recommend a programming language/framework for the project.

After I have made that choice, I will then look for a supplier who specialises in the appropriate language/framework.

I have the CSS, or most of it, built. There are approximately 30 main pages.

I will describe the project to you and answer any questions you have, and I will show you the CSS, so you can recommend how the backend/remainder of the project should be built.

I've been recommended different frameworks and languages by different people, and I don't know enough about languages and frameworks to know what is the right choice for the project - I want to get that approach right at the outset.

I will want somebody who has a good knowledge of different languages and frameworks, so there is less bias towards a particular one that you specialize in. I will want to see your portfolio and CV so I can see that you have broad (and in-depth) experience.
