Application database addtion

We would like to add an online business plan application to the Drupal site www.diasporamarketplace.org. We would like individuals to be able to log into the business plan section with a code fill out all of the sections and have that information be stored to a searchable database within the site. Which applicants would be able to edit as often as they wish until the portal is closed by us. We would also like judges to be able to use different credentials to log in and review the applications. We also need to be able to download the business plans as PDFs. An example of what we are trying to create would be the system used on online grant management system [login to view URL] but with higher character limits in each section. We know that this will require buying more space for our site and we will need you to walk us through this process as well.
