Appointment Callback system

We need a system built that will call people from a database and remind them of an appointment date and time. If answered it will ask them to confirm the appointment by entering social security# or birth date. the system will track who was called and the outcome of the call, pickup/answeringmachine/confirmation/cancellation Our db is ms sql server. Machine to run this will be win2000 xp and 2003 if possible It will run small query to find appointments that are 48 hours/2 days from call date and then call them should run on standard phone lines on dialogic or other common board. we have seen the component from exceletel and it may be helpful.
