C# webservice guru for interesting problem resultion

We have an interesting problem. We have the need to generate a webservice dynamically off some definitions in a database. For instance, if we had a person table in databse, we would want methods like
Person[] GetPeople()
However, it is impossible for us to know these definitions ahead of time, so we must create this in memory.
(sample of this is attached, btw)
Here is the problem, we have a service ([url removed, login to view]) that creates the definition for a second service ([url removed, login to view]). We have a second .asmx file that points to an in-memory definition of a service (compiled by first service).
However, we get an error message when trying to access other service.
To replicate
1. unzip and open project
2. click on [url removed, login to view] and invoke the method to create service 2
3. go to [url removed, login to view] (it will blow up)
Project is to get [url removed, login to view] to be invokable this way.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
