Development of VB.Net Service for API Integration

We have a requirement to design an application as a VB.Net service that will re-start automatically on re-booting of the server. Design to be rugged and with code annotated. Service must be designed and run on a Windows Server2003 platform. Microsoft SQL 2000 to be used as database.

There may be an opportunity to continue support if the level of service has been good and to develop application to function with other APIs in the future.

Data to be passed from Microsoft SQL database to a third party Service Provider using their API as a csv file. In the majority of instances this data will be passed as a file of multiple records to improve performance, not on a record by record basis.

Whilst this is initially a once-off project, there is the opportunity for on-going maintenance and development work including the development of the Service to work with other APIs from the same or different SPs where certain database criteria are met.

Design to be flexible ??" initially, only one API/Service Provider will be used, however code should assume that one or more APIs to different SPs may be employed at some point in the future, so code must reference a parameter in the SQL database.

Data to be transferred to Service Provider will comprise target mobile telephone number in one standard format plus text message to be sent and Account Identification and Project Identification.

Return information from SP to include coded success/failure information on record by record basis, this to be passed to SQL database via a Notification URL and Delivery Report URL.

Schedule in attached Excel document plus more detailed brief. Tender has been split - the other parts will be made available to the shortlist of interested coders.

This is not a project for inexperienced coders!

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).

## Platform

Must be designed in VB.Net and as a service. Will involve coding in Microsoft SQL 2000 and ASP.net.
