The Title will invoke the cover page . When visitors come to the page first, that what they will see. Then, when cookie stores the state of the tree (or the last executed link when we move from the tree to just links in this page.) I need the tree to rewrite the grammar page grammar page. The nature of the grammar topics is hierarchical. So, your tree code will be used there. However, the Expressions page does not need a tree. I just need to list all expressions one under another. I will not need to expand or collapse them. No, there will be no folders in the expressions page. Just the title and 100+ links in the left panel. Forget about the "part of the tree solution". It is confusing.

Make text wrap. So, when the text of the tree node is too long it expands the left panel and pushes the right panel underneath the tree panel. Could you fix it either by allowing wrapping or by allowing HTML tags in inside the text? I don't mind using <BR/> to format a long string. Actually, I would prefer using HTML tags. That way I can do BOLD, ITALIC, etc in parts of the text.
