Byte to String conversion problem with C# .NET code

I need someone who can quickly work on this project today and provide a solution for me. This project involves fixing a problem that I have in the source code of a C# .NET program that another developer wrote for me, as well as make a couple minor adjustments (remove the header row from the results file and do not enclose the fields in quotes in the results file. The program they wrote is essentially complete, but there are errors in it which prevent it from providing the results I need.
For your reference, This project was originally coded inside Visual Studio 8.
The program is essentially already written, but there is something wrong with it and I need someone who knows C# .NET to fix it quickly for me.
The problem with the program as it stands is that it only extracts the first 2 million (or so) records and seems to go in a loop because it does not know when to end. There should be a total of about 12-19 million records inside the file, not 2 million. I need two fields extracted from all of the records, and my goal is to import this file into MySQL after it is done. As I understand it, the program takes a file as an input and converts byte to string, and outputs the results as a csv file.
