Chinese Car plate recognition with OpenCV and C++

“Plate Recognition” to recognize car plate number, specialized in Chinese car plates. Which means car plates contain not only letters and numbers but Chinese characters as well. Project need to be native code in both Android and iOS apps, and will use cameras on the phone. The apps must be opensourced and based on OpenCV only including the required components to make the app run without a dependency on another app being installed on the phone.
