Android app that receives instructions by SMS & XMPP

Hi, we need an Android developer, who understands XMPP very well, to build an app that receives instructions via SMS and XMPP and displays it. The app is a simple one page app. When it receives instructions, it displays some text. The app always runs in the background and will show a little circular icon in the toolbar. The text in the icon will also change based on the instruction received. When the screen is locked, the circular icon should also show in the notification screen of Android. The expectation is that the user can see the last instruction received without unlocking the phone. For SMS, the app should be able to read SMS from a specified phone number only. There is no need to send an SMS from the app. For XMPP, the app should be able to receive messages from a specified client. It should also be able to communicate its "Presence" and send acknowledgment responses. Please use the phone number as the ID. You will use an open source XMPP client/server - such as djabberd - to test the app. Please make sure you can provide evidence of working on XMPP project before bidding on this.
