Creating a game similar to the classic "Excite Bike"

Hello, I would like to create a game similar to the classic Nintendo Entertainment System - Excite Bike. In addition to the in-game solo maps, The game should also allow users create and play custom tracks/maps made by other users and track best time. It would be really awesome. Due to budget restraints, it is kinda low. But if things pick up, I will be in contact with the chosen developer for additional business and will increase the budget significantly to make up for this one.
