We want to build an app for android . The app will allow the users to pay for an inscription using, paypal, alipay, CC/ Visa, etc. The user will be available to browse through the store and choose the videos he is interested after he pay with the credits that he has he will be able to download the video completely in the phone or stream the videos using the network 3G/4G also he will be able to watch the video immediately or he can create a program/task to watch the videos later.
OS: the app need to run in 4.1.X, 4.2.X,4.3 (Jelly Bean) API,16,17,18 and 4.4 KitKat, API 19.
Programming Language: Native JAVA
Streaming Videos:
We want help evaluating as many tools/software available to be able to stream video into the Android platform in an un-expensive way if possible with open source. Currently we have:

1.- experience in similar projects - video streaming in android ( server side - user side)
2.- experience with android app development
3.- experience with Torque bittorrent or bottorrent protocol with video
