create a joomla website

I want to create a new web site, using joomla, similar to this one : [login to view URL] the site will be used for IT services ## Deliverables I already installed Joomla on my website (new version 2.5) but I don't have time to (re)build the template I want. The job must include all usual stuff for a joomla site, like security extensions and backup (akeeba) features. The cms will include a realtime GPS tracking, probably using a simple iframe or using a googlemap extension (not sure for now, I'll manage it later). The crawled website (ruralmetro) was made with joomla 1.6 and a disapeared template. I can change the joomla build if needed (must tell the reasons). The site will be bilingual. So I need a squeleton to put all the language files. I will translate menus and buttons, so no big expectations here, probably a setup to allow the two languages. and one icon on the main page to switch them. The site must contain a simple form (like in the similar site...) to allow communication within the site. I'll add probably later an invoice extension, but this is not the purpose here, just an explanation. I'm not in a hurry but my problem is that I have the knowledge but not the time to do it.
