Hello. Certainly it can be done in HTML5 + Javascript, but I think your budget is a little bit low. Making a paint application isn't a minor task, plus you have the magic pen which allows children to paint without going over the borders, also there has to be a back-end for storing different templates, and finally there is the Wordpress integration. I'm not sure if I can give you a fixed price for this one, at least not a competitive one. But ir you're willing to consider a project on an hourly basis, then I'm sure I can do this.
