Debug Parallax Scroll in webkit browsers

"Firstly i'll like to say DON'T RESPONSE TO THIS ADVERT IS YOU'RE A LIMITED COMPANY!!!! you'll be wasting your time. I'm after a freelance developer" I'm looking for a GOOD, creative developer whom is capable of debugging my parallax scroll. I have had 3 developers attempt to fix this issue from this site but all have been unsuccessful. I have posted the issue on the following link.. How this process will work, i will send you a copy of my source files you show me you have fix the bug by hosting the page on your server then i will pay you cash in full. To recap, i don't want you to build a site, or a webpage, or CMS integration, or a design.
