Develop A Web Chat Application Based On DigiChat Using Java

I need a web chat application based on digichat. I have widows servers and will upload the chat to them. we'd like the exact template as in digichat yet with better design. and that's it for the front end the backend - control panel: we need some updates on the control panel. 1- when a user is blocked, they can never return even if they changed their IP with some software or used a proxy - suggest a method to do. 2- Monitor messages between admins. 3-Ability to send messages to admins even when they're offline (to their inbox) 4-Add the chat as pop-up ad to other websites 5-exchange chats between admins, meaning changing the responsibility for the admin. 6-define the starting and ending date for each admin. 7-define the maximum number of users in one chat
