I would like to have an app that runs on Mac or Windows, and is built like a PhoneGap/Cordova project where the code is written in HTML, CSS, JavaScript then built for each platform.

I know HTML and JavaScript, so I just want a skeleton app built with very little logic so I can continue building it myself.

I would like to emphasize this app should run on Mac and Windows, not mobile operating systems like iOS or Android.
