copy same image in AI

BUDGET IS 5$ I have a picture that I need to turn into a vector file. I will provide instructions and sample files and would like you to transfer the lines in this picture to a vector file. Eventually I would like to use this in adobe illustrator. In the attached file you see a balloon the task is to: 1- Draw the profile of the balloon and the basket with all the cut outs 2- Make sure all the detail lines on the balloon's surface are included 3- Put the numbers accordingly in a circular pattern, such that numbers 11 and 7 are on one piece and 1 and 5 are on another piece. 4- The profile of all the numbers have to be made using two lines 5- Put a 0.5 in diameter hole in the center (center of the pattern of the numbers) 6-please make the curves on the graph look good and natural.
