Create/program and partially design a webpage/-app for Danish company

Need a highly skilled, trustworthy, creative person to make an app/site for me. I'm a 30+ y.o. guy that doesn't have a lot of skills myself other than using companies such as Squarespace/Wordpress. Have an idea for a site/iPhoneapp that I would like to see realized. Slightly paranoid regarding the following: the product I receive being either built purely out of templates/ready-mades such as is known from Squarespace, that the programmer hoaxes me out of money, and last but not least, that the programmer makes something similar for another customer later on. So I'm looking for professionalism, discretion and creativity. The programmer needs to be able to create a website where someone signs up to receive live streaming content. I don't need the person to create an actual account/avatar necessarily but merely the ability to tick a box saying e.g. "Chinese Opera" where upon someone would receive such results when being streamed by someone else. Somewhat similar to #hashtags. The ability to charge money for an exclusive live-stream is also necessary (e.g. as is known from within the world of porn) using credit card/Paypal payment. I plan on drawing in detail how it should function and then make suggestions to how it could visually look by directing the programmer to different sites that have a look I might be interested in - e.g. Filtr.com. I don't know what is required of me to be able to allow live streaming broadcasts - what is required in order for a man in Canada to be able to live pick up the data streaming from another guy's iPhone attending an opera in China e.g. I can fully be trusted in regards to payment and if the project goes according to plan I would immediately rehire the programmer for a new project in the same price category. It might be unrealistic but I'm looking for a app/site comparable in professionalism to Facebook, Youtube etc. To sum up: -A fully functioning prof. website and/or app that combines elements of Youtube-, Skype- and Facebook-like websites but is in no way an imitation of these or anything else. -The app/-site will only have live, dynamic, streaming content and no "dead" content such as Youtube (music videos/old television series.) -The app/-site needs to have the ability to charge money for something that you are streaming to either everyone, a group of people or one individual in private. Payments need to be by credit card/Paypal. -Payment to the programmer of somewhere between 35-85.000 Danish Crowns. (Between 5-12.000 $ right now, but usually 1 $ in Denmark is equal to 5,5 Danish Crowns which would make the (top) amount closer to 15.000 $ if the $ (versus Danish Crowns) gets cheaper again soon.) -Prof. programmer that doesn't afterwards make a variation/copy of my project for someone else. -Source code and app/-site belongs to me. -Payment is paid a little at a time. Maybe 500-1000 $ at a time when progress is made. -An employer (me) that has the funds and can fully be trusted. -Programmer will receive specific drawings that show how I wish for it to function. The design of it does not have to be something very specific - it needs to merely look great and clean such as Apple and Google software does. It's not impossible that a very simple looking page-/app-design such as Wikipedia or Youtube would be okay with me. -New project immediately after this one if it all goes well. -Interested in a cool looking design/visual side too, but respect it if I might have to go to someone else for logos and buttons etc. -Not looking for readymades from Squarespace etc. -I would prefer if it was possible to type txt in realtime on top of the video that someone is streaming. It would only be the streamer himself that would be capable of writing a message on the actual video itself as he is streaming it. I would prefer that the text was realtime such as late nineties-ICQ where it was possible to do some kind of an "intimate chat" where you could see the other person type live in front of you.
