Create artwork and animation layers for tablet application 3 little pigs

Please do not bid if your expectation is higher than 220 USD; this is my fixed budget, but a bonus might be available if you see the attachment. 1. Abstract/Objective The purpose is to create children stories for tablets/Ipad. This is a new entrepreneurship and we will learn as we go. It is needed an illustrator capable to sketch, draw, digitize and animate content. At the moment this is the first application to be developed and released. Once awarded, all details discussed to be confidential and not to be disclosed to 3rd parties unless indicated by me. Important aspects: -Ensure to avoid “substantial similarities” to avoid copyright infringement. Key requirement is for characters to be “comical” friendly and modern look. All characters should be TOTALLY NEW - Ensure all characters are original and not claim of copyright can be done; 3. Expected development schedule: Stage 1: Finish all characters by pencil/simple digital form and have agreement on features Stage 2: Digitalize all scenes, with main characters in one position. Work should be provided in the following resolutions: n the following resolutions(width x height landscape): 800x480 854x480 960x640 1024x600 1280x768 1920x1080 1920x1200 2048x1536 2560x1440 2560x1600 All images source (Photoshop files) and JPGs to be placed in a cloud drive location to be provided later to project winner. Stage 3: All scenes finalized with animation layers available to allow programmer to animate scene -The illustrator needs to break the scene into multiple layers. The bottom most layer should be the screen background and it is the only static layer. Each other layer should represent a single interactive element(i.e. a character or object). And each it should have at least two states (two separate graphics): a default one and one that should be shown when user clicks on it.
