Convert t-shirt graphic to vectorized format for silk screen printing

We need you to convert our digital graphic for a t-shirt that can be used by the t-shirt printer for silk screening. You need to reduce the graphic to 3~4 colors and provide it back to us in vector format that can be processed by the t-shirt printer. We will provide the original graphic files in Adobe Illustrator (AI) and/or Photoshop (PSD) format. We expect the same to be returned to us so that we can read the files in Gimp and verify that the format is acceptable with the printer. We've provided a proof as an example of the graphic. We've also shown how this graphic might look on a blue and black t-shirt. We are open to other t-shirt colors, but definitely want the option to do a royal blue t-shirt with this graphic as shown.
