Build a Website

I'm looking for someone that can create a simple site that allows multiple users to have unique logins as part of a live event where they can comment on a presentation and then vote on the comments. Basically we will have a host making a presentation and I want people to be able to comment on it. Here's a rundown of what I want to happen: -When the user goes to the site I want a prompt asking for their username. Then the user will get confirmation that they are connected and asked to wait for the presentation to start. -When the presenter clicks a button on the back end I want the audience to be able to fill in a text box. The answers from the text box need to then be immediately sent to the presenter with each audience member's unique username. -Once a certain amount of time has passed, I want the presenter to be able to click another button that stops the text box and no longer allows users to submit comments. -The presenter will then input the top 6 comments and click a button to send them all in a list to the audience site. -The audience will be able to vote for one of the 6 comments as their favorite with the information being immediately sent to the host. -The host clicks another button that stops the voting process. -The process (other than the username) needs to then be repeated until the presenter ends the presentation. The audience will be using their phones to enter their information so it needs to be a mobile friendly site. The back end presenter site needs to get the information immediately after users submit.
