Bootstrap Simple Web Application Design: Front End Or Full Stack Optional

Hello, I need a web application for my Energy Savings company. I would like the site built preferably using Bootstrap, and AngularJS is a bonus if you know how to use it. The application is very simple. Only about 8 pages in total. It should be very straight forward and the documentation attached is very thorough. We are very available for any questions, and will reply quickly. We would prefer it if you used our source control system, on Github. We will set up a private repository for you to use. We will accept bids for both the front end alone, or for the full backend and front end combination. Both will be considered. Our language of preference for the backend, if you choose to write that, is Ruby on Rails, however PHP or Python are acceptable as well. Documentation with mockups can be found attached.
