Basic Design work: mockup of homepage - Only Experienced Designers with great track record

I need a mockup of a platform: just 1 simple design of how the homepage would look like (menu, image, text, photo, navigation buttons, etc...). I have an ugly design (with all the elements) so it has to be adapted and made nice.
Additionally, I have a very important document of 8 pages that needs to be submitted to a company. The designer would have to format it and give it a good look (there is simple text + 2 tables). Basically creating a template for Word doc.
I'll provide the company logo and visual identity.
Design guidelines:
very simple, clean, clear, classy (not many colours, not many objects or drawings).
Work has to be done within the next 48 hours maximum.
I cannot go beyond the budget.
The whole project should only take a few hours of work.
