Create Video based local search directory site

New Company with video as its main platform looking to build a sleek Website that will integrate existing and new business videos with business database in the form of a video business directory . Looking to design a site that works well in Desktop and especially mobile browsers with eye towards eventually designing an application. Video must load immediately and users must be able to quickly go from video to video with no delays. This is essential. Currently very few videos rank high in Google's natural web search, for example. This challenge must be met for the site to be successful. There will also be a social media aspect where users will be able to upload their own videos and have them placed alongside particular products we will feature. We would want a backend approval page for this content, but also make it simple and seamless from our customers' point of view. We would want a Beta stage to be fully compliant with our needs / objectives before proceeding to a final site. Applicants must be willing to sign and honor a Non Disclosure Agreement.
