Creating E-Commerce portal for Selling Plant related products(repost)

I am thinking of? opening a e-commerce website to? sell plant related products. I want someone to help me regarding creating the requirement document for that website. I am looking for a person who is good in technical writing as well as good in website designing .? ? Good background in ASP.NET development and silverlight will be plus. I can then use his skills for development as well. Here is? what i am looking to be done in this Bid 1) A Prototype of actual going to be site in HTML 2) A detailed requirement document which explains each and every feature of website on a Page by Page basis and should cover each link navigation on functions 3) Also need a dataflow diagram for major modules which? will be integrated? 4) Mention of What? 3rdparty tools will be used for the actual development. 5) Please include good e-commerce site like [login to view URL] for ideas 6) website design should be really attractive I?
