Build a mobile recharge website (India) - repost

I need to build a mobile recharge website similar to [login to view URL], [login to view URL] and www.gorecharge.com. I am looking for a mobile, Dth and data card recharge portal with a mobile app and looking for people based in hyderabad. Apart from the usual recharge I also need to build in some more logic. I am considering payment gateway as PAYU. I am still open to suggestions for the mobile recharge API. Can this site be built on wordpress package (preferred) or is ASP NET the better way ? I would like to include the functionality of sending SMS details also on confirmation etc. to the user. I would take and own the entire source code. I would like to discuss this in more detail. Budget indicative. Note: 1. Only for Indians (due to nature of the job, sorry !!!) 2. Someone in NCR region preferred. 3. Previous experience would make your case stronger. 4. Please quote only for your charges. I will pay for the mobile recharge API as well as the payment gateway integration separately. 5. Also quote your time realistically.
