Creating a Platform Tennis League Schedule

I am trying to create a Platform Tennis League schedule for 2 divisions that play on the same night and share most of the same facilities.
The attached excel file lays out all the conditions for the scheduling.
It is too complex a schedule to do by hand or by simple excel data-entry. I believe it will take software/algorithm to figure it out.
If someone either has software that can create this type of complex schedule or can create the software/algorithm... My League will be happy to pay for several iterations of the schedule (as the one I've started with is just one possibility of what we might ultimately use).
I have posted this project twice before with no success. I didn't have the attached file when I originally posted it... so it should be much clearer now to know what it is I need.
I will NOT be awarding a Milestone payment for the work. (I was burned by last Freelancer when I did that). If you can complete the project and show me evidence that you have done it. I will pay the full amount.
