Changing the account owner in free lancer and legal issues

My friend have an account in freelancer. he want to give the account to some one else for ever and new user would update the credentials of account with new user credentials. it is actually possible in User Control Panel that change the name and address and other properties of account holder but about this situation freelancer support said that it is against of terms and conditions as when you registered you have agreed that you will give true information about your self in User Panel. I need someone first: -Find out whether changing the account holder (account owner) is prohibited in terms and conditions in freelancer. Second: -if answer of was question was OK, Helps my friend with probable freelancer staff objection that he may face during changing the account holder.
