Citysearch.com clone

I want to have a website just like the [login to view URL] with a different layout and design. Please see all the details. The clone must have all the functionality of the citysearch.com. The only thing I want different, is the search results, which I want to include a picture/logo of the business with the listing. And the price/package. Which I will decide later. Also, I will need it to display in Chinese/or other foreign language interchangeable to English. I will also need the feature of "report abuse" to each user comment. And, most importantly, company listed can post "Response to Comment." The final clone will be installed in two different servers. I've seen clones of website similar to this one done for $250.00 - $400.00 which will the perfect budget for me. O.B.O. Please advise how you proceed.
